The axle on the trailer is lower then the wheel . So if the tire fails the axle will come in contact with the roadway.witch could caus damage to roadway and possible loss control of vehicle.vehicle code 24008 indiv. 12 states it is unlawful to operate any vehicle or commercial vehicle under 6000 pounds , wich has been modified from the original design so that any portion of the vehicle, other then the wheels, has less clearance from the surface of a level roadway then the clearance between the roadway and the lowermost portion of any wheel in contact with roadwayamended ch.462, stats 1984. Effective jan. 1 1985. So if it is unsafe to modify vehicle this way. How can you manufactur it this way.
