Engine die while waiting for the green light in street, dealer find after 3 weeks a loose bolt inside the engine

There was a letter received from harley regarding this recall- they said it was safe to drive- this letter came january 2019 - my fiance crashed on august 13, 2019 and it said in the crash report- "he braked hard lost control and the unit flipped end over end." the trooper at the time was unaware of this recall and when i informed him he had already completed the crash report- he said that it could have played a factor in his crash when i asked him about this recall- he wanted me to fax him the letter and i did. He has never changed the crash report but this motorcycle was dangerous and people need to be held accountable for this- i was behind him in my car one eve a few weeks before crash and his brakes kept stalling and i asked him what he was doing he said it isnt me it is the bike- this is sad. He had a tbi and has suffered every since- he will never be the same again- please help us and stop them from allowing this recall to go on- peoples lives have been and will be affected and because harley is a big company with so much money - they are not held responsible- corey had no insurance - it had just lapsed because months before he lost his job and was waiting for unemployment - we were in a bad spot financially and continue to be- its not about money though this is about safety and harley being liable to the ones affected by the failure to sale a safe vehicle that is free from a serious defect- they never called for the repairs- not one word was said but they were in a hurry to repossess this vehicle following his crash and my notifcation and questions in this recall- the crash id is : [xxx] it was on august 13, 2019 in hill county texas- his name is [xxx]parts of this document have been redacted to protect personally identifiable information pursuant to the freedom of information act (foia), 5 u.s.c. 552(b)(6).
