I purchased a used non-working gm voltec level 1 (110v) electric vehicle charger on ebay with the intent of fixing it. This is the charger that comes with all chevy volts. I have the same one that came with my 2012 volt. There is a fuse inside which usually blows and only needs to be replaced to make the unit function again. When i opened the charger, i found that the insulation was cracked and falling off the black and white 110v power cord wires. If a little more insulation fell off the wires, it would likely lead to a dead short on the plug. Note that the fuse is on the charger side of the cracked insulation so there is no safety protection. The charger could explode in someone's face and catch on fire if plugged in with a dead short in the wiring. I know from experience that the charger gets very warm inside when it is in use. The insulation on the wires just wore out from the heat. I have photos of the wires.
