While attempting to remove the child from the safety seat, the harness buckle failed to unlatch. As a result, the contact was unable to remove the child from the seat. The contact had to fracture the straps in order to remove the child from the seat, causing the safety seat to be unusable. The manufacturer was not made aware of the failure.
